Go here and install EVERY version (x86 and x64, each year as well) of Microsoft Visual C++ Redistributable for Visual Studio 2015, 2017 and 2019.:

You may need to update your .Net FrameWork:
https://dotnet.microsoft.com/download/dotnet-framework
Then reboot, and check your plug-ins again.
