Here is the procedure to set number of balls on Bally/Midway System 11B and 11C tables. As you well know, Bally/Midway was acquired by Williams in the late 80s and Williams continued to produce tables under the Bally/Midway name until Williams ceased their pinball division.
1. Press 9 to enter diagnostic mode.
2. Press 8 to enter test mode.
3. Press 7 then press 8 to see Id 00 in the fourth player display.
4. Continue to press 8 until you see Ad 09 in the fourth player display.
5. Press and hold the 1 key to change the number of balls per game (1 through 9).
6. Press F3 to save your changes and reset the table.Found here..

If you still can’t figure it out, download the attachment I have included, and copy the content of the zip file to your nvram folder.
This nvram attachment is preconfigured for 5 ball play.
