For the missing light bulbs:
There is a second “layer” of lights on the vector BG. Watch this video from the 5:50min mark. You can see the running lights cycling on the opened backbox door to the left between the mask and the glas. I guess this is where the bulbs for the highlightet text are hidden. They usually have a box around each light to avoid that the numbers to left and right are also lit. This box has to go up to the glas so no light is sneaking through. The lights for the mask are further back to give the light more room to spread all over the image for a more even lighting.

I’m going with when the BG was designed they had all intentions of using that feature, and it was crapped in the final build….
