Topper always loads at 0,0 despite settings?

The topper videos keep appearing over top of the playfield on the primary display at 0,0 even though the config clearly shows it on another, the b2s backglass and DMD videos are all fine, all 3 are on secondary displays to the right of primary.  Anyone suggestions / thoughts?
